Carmen Arguello

Green Climate Fund Advisor for FAO’s Regional Office for Europe and Central Asia

Ms. Carmen Arguello is a diplomat with extensive expertise on international cooperation and climate finance, particularly under the Financial Mechanism of the United Nations Convention on Climate Change.

She holds a Bachelor’s Degree in International Relations from the People’s Friendship University of Moscow, Russia; also holds a Master’s Degree on Economic Development and International Cooperation from Autonomous University of Puebla, Mexico. Carmen has specialized in climate change and climate finance and has participated in numerous international post-graduate courses and workshops; she fluently speaks Spanish, English and Russian.

Before joining FAO, Carmen was the Green Climate Fund’s Regional Advisor for Latin America, Eastern Europe and Central Asia in the period 2014-2018. Carmen has also been part of the international negotiations in the context of the United Nations Convention on Climate Change, representing her country as Director of the Climate Finance Management Office within the Ministry of Foreign Affairs of El Salvador from 2008 until she joined the GCF.

Carmen has experience in multi-stakeholder engagement processes and was the Secretary of the Latin American and Caribbean Dialogue on Climate Finance in 2013. During this period she led a country owned initiative to enhance South-South cooperation and exchange of experiences among Latin American and Caribbean countries on climate change and climate finance related topics.
